The rules

Key rules in Canada

Plain-language summary. The regulator is Alberta Gaming, Liquor and Cannabis (AGLC).

  • Minimum age

18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

Only from provincially run or authorized retailers, delivered within that province.

  • Travel

Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

How it works

How cannabis is sold in Strathmore

Beside the Trans-Canada Highway in Strathmore sits FOUR20, at Bay B, 510 Highway 1, the one register address on the highway itself.

  1. Highway stop
FOUR20's licence is 785036. Bylaw 18-08 admits stores in three districts, and highway commercial is one of them.
  2. Downtown
Beyond The Leaf at 239A 3 Avenue (licence 807163) is on 3 Avenue, downtown.
  3. The other streets
Fire & Flower at 110M-800 Pine Road, Inspired Cannabis Co. at 125C2-100 Ranch Market, The Garden Cannabis Co. at 302-297 Edgefield Place and Wheatland Cannabis at 35C Spruce Park Drive.
  4. Use it elsewhere
Strathmore adopted Cannabis Consumption Bylaw 18-22 and Smoking Bylaw 18-21 after first failing to pass them at legalisation in October 2018, the Strathmore Times reported.

What does the 125 metre rule cover?

Bylaw 18-08 amended Land Use Bylaw 14-11 to add cannabis stores in the Central Business, Highway Commercial and Light Industrial districts, and to keep them at least 125 metres from certain boundaries. The summaries I could read do not list which boundaries, so check the bylaw text for a specific lot. Six licences for 14,339 people (2021 census) gives roughly 4.2 stores per 10,000. Rules that apply province-wide are gathered in the Alberta overview.

Cannabis in Strathmore: questions

Did Strathmore have a smoking bylaw when cannabis became legal?

Not at first. Council initially failed to pass its smoking and consumption bylaws in October 2018, then adopted Bylaw 18-21 and Bylaw 18-22.

Which Strathmore stores are in the highway zone?

Only FOUR20, at 510 Highway 1, has a highway address in the register; the other five are on town streets.
