The rules

Key rules in Canada

Plain-language summary. The regulator is Alberta Gaming, Liquor and Cannabis (AGLC).

  • Minimum age

18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

Only from provincially run or authorized retailers, delivered within that province.

  • Travel

Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

How cannabis is sold in Red Deer County

Red Deer County's earliest cannabis decision I could date came on 22 May 2019, when its planning commission cleared a production site in the Blindman Industrial Park.

  1. Retail sales become legal in Canada.

  2. Commission approves subdividing 10.75 acres of a roughly 120-acre parcel in Blindman Industrial Park for a cannabis production facility, per RDNewsNow.

  3. Commission approves a second Gasoline Alley outlet at 184 Leva Avenue, next to the county's first, Canna Cabana at 174 Leva Avenue; council gives first reading to a production bylaw change.

  4. Verdex lists seven licences with a county address.

Which licences are here?

Leva Avenue in Gasoline Alley: Canna Cabana at 102-174 and Rocky Mountain Cannabis at 124. Clearview Drive: Premium Select and Stigma Grow, the latter a Health Canada licensed producer with a 66,000 square foot facility. Also listed are Alberta Canabiz on River Road, Cloud 9 on Burnt Lake Trail and Supernova Farms on Range Road 271. Three carry 301xxx licence numbers, a different series from ordinary stores. Provincial rules: Alberta.

Cannabis in Red Deer County: questions

Is Gasoline Alley in the city or the county?

The 2019 approvals were made by Red Deer County's planning commission, so its rules apply there, not the City of Red Deer's.

Can I smoke a joint at a county store?

No. The county bars consumption in the premises as a development condition.
