The rules

Key rules in Canada

Plain-language summary. The regulator is Alberta Gaming, Liquor and Cannabis (AGLC).

  • Minimum age

18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

Only from provincially run or authorized retailers, delivered within that province.

  • Travel

Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

How it works

How cannabis is sold in Lloydminster

The first public hearing on cannabis in Lloydminster was held on 14 May 2018, and the city is unusual because two provinces' rules meet in it.

  1. Public hearing on Bylaw 14-2018, which amends Land Use Bylaw 5-2016 to add cannabis uses and definitions.

  2. Legal retail sales begin across Canada.

  3. Public hearing on Bylaw 28-2019, a second land use amendment on cannabis.

  4. Verdex lists six stores with an Alberta-side licence.

Which rulebook covers which shop?

Check the province on the licence before you compare prices or ages. CBC reported, ahead of legalisation, that the RCMP in Lloydminster enforce two sets of rules, as they already do for alcohol and tobacco. Delta 9 has said Saskatchewan lets retailers buy directly from producers, where Alberta routes purchases through the AGLC, which can change what a shelf carries. The Alberta-side register lists Canna Cabana at 105A-8120 44 Street, Greenway at 2-5702 44 Street, Cannabis Factory at 101B-5006 18 Street, Plantlife at 4215 80 Avenue, Tree Hill at 3704 51 Avenue and Value Buds at 4153 70 Avenue. Provincial rules: Alberta.

Cannabis in Lloydminster: questions

Is the smoking ban the same on both sides?

Lloydminster council voted in 2018 to ban smoking and vaping weed in public, and the city bylaw covers the whole city, though the provincial acts behind it differ.

Is the minimum age the same on both sides?

No. Alberta's is 18 and Saskatchewan's is 19, so a group crossing the line should check the age at the door.
