The rules

Key rules in Canada

Plain-language summary. The regulator is Alberta Gaming, Liquor and Cannabis (AGLC).

  • Minimum age

18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

Only from provincially run or authorized retailers, delivered within that province.

  • Travel

Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

How it works

How cannabis is sold in Stony Plain

You are coming in from Edmonton and want to buy in Stony Plain. Five licences are listed, and they fall into two clusters.

  1. Try the 48 Street and 50 Street run
Pop's Cannabis Co. is at 105-4600 48 Street, Value Buds West at 26-4410 48 Street and Daily Blaze at 1-5009 50 Street.
  2. Or the South Park Drive and 43 Avenue side
URBN Leaf is at 100-4300 South Park Drive and Value Buds East at 137-3009 43 Avenue.
  3. Know why a shop stands where it does
No store may be within 100 metres of a school or provincial health care facility, measured from the school's property line to the closest point of the store, according to the Town of Stony Plain.
  4. Use it at home
The Alberta page covers where use is lawful; a store licence does not extend to a car or a park.

What governs the stores now?

Retail is regulated through the town's Land Use Bylaw, currently 2719/LUO/25, adopted on 28 April 2025. A town document on the Business Licence Bylaw (2619/LIC/19) records a staff recommendation to drop a separate cannabis retail fee, on the grounds that few nearby municipalities charge one. With 17,993 residents in the 2021 census, five licences give roughly 2.8 stores per 10,000 people. That is a fairly quiet market: the two Value Buds branches are the only brand present twice.

Cannabis in Stony Plain: questions

Is Stony Plain's 100 metre rule the same as the province's?

It matches the provincial minimum, and the town states how it is measured: from the property line of the school or health facility to the closest point of the store.

Does the town charge a cannabis licence fee?

A staff review found a separate cannabis retail or production fee uncommon in surrounding municipalities and recommended removing it; check the current fee schedule.
