Home grow
Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

What could the review change?
Councillor Cassandra Curtis's motion asks staff to compare what other municipalities do and to test 150, 200 and 300 metre setbacks against schools, day cares, health facilities and liquor outlets. The Advocate notes the 300 to 150 metre cut came in May 2024; until the review reports, a store needs the current bylaw, not the 2018 one. Five of the register's nine city stores are on 50 Avenue, among them Canna Cabana, River Cannabis and Lux Leaf. FOUR20 is on Golden West Avenue and Value Buds on 49 Street.
