Can a tourist or non-patient buy weed in Philadelphia?

No. The Pennsylvania Department of Health runs a medical-only program, and dispensaries check the state patient registry before every sale. A medical card from New Jersey or another state does not work here, because registration requires a Pennsylvania driver's license or state ID. That is the single biggest difference from Camden or Trenton a short drive away, where adults 21+ can shop without a card.

How to get a Pennsylvania medical card as a Philadelphia resident

The state lists four steps, and most people finish them online.

  1. Register with the state
    Create a patient profile on the Medical Marijuana Program registry with your PA ID and an email address.
  2. Get certified
    See an approved practitioner who confirms one of the 24 qualifying serious medical conditions.
  3. Pay for the ID card
    $50, or no cost if you are enrolled in Medicaid, PACE/PACENET, CHIP, SNAP or WIC. Cards are mailed within 14 days of payment.

What Philadelphia's own ordinance does and does not change

The city treats possession of 30 grams or less as a civil violation: a $25 fine and no criminal record, according to Community Legal Services of Philadelphia. Public use carries a $100 fine or up to nine hours of community service. None of this makes buying legal. Selling or buying outside the medical program is still a state crime, and the ordinance covers only small personal amounts.
