Philadelphia's marijuana law has two layers, and neither one is a retail market for everyone. Since 2014 the city has fined possession of up to 30 grams at $25 and public use at $100 or community service, according to 6abc and WHYY, but that is decriminalisation, not legal sales. Only Pennsylvania medical patients with a Department of Health card can buy at the 14 dispensaries Verdex lists here, eight of them scored, and several are operator pages that cover more than one store. Beyond / Hello at 1206 Sansom Street scores 9.6, followed by Trulieve on Packer Avenue (9.5).

From Center City to the Northeast

Philadelphia's stores are spread by geography, not clustered. Center City has Beyond / Hello on Sansom Street and Sunnyside on Chestnut Street, South Philadelphia has Trulieve at 300 Packer Avenue. Restore is on Frankford Avenue. RISE is on Aramingo Avenue and Curaleaf on City Avenue. Two more are in the Northeast, Zen Leaf on Welsh Road and Liberty Cannabis on Krewstown Road.

  • Card first: patients register, get certified by an approved practitioner and pay $50, waived for some benefit programmes.
  • Forms: dispensaries sell flower for vaporising, but patients may not smoke it. Home growing is banned.
  • Cost: no sales tax on patient purchases.
  • Adult-use: the House passed legalisation in 2025, but the Senate has blocked it. New Jersey and Delaware stores are near, and carrying cannabis across the line is illegal.
