  • Minimum age

    18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

    Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

    Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

    Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

    Only from provincially run or authorized retailers, delivered within that province.

  • Travel

    Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

How cannabis is sold in Surrey

Surrey licensed almost no cannabis storefronts for years, so a shop that says it is open here deserves a second look.

What the framework allows

Council approved a policy in April 2024 that lets up to 12 retailers open, two in each of six areas: Whalley/City Centre, Guildford, Fleetwood, Newton, South Surrey and Cloverdale. Stores must be 200 metres from schools, recreation or community centres, and existing cannabis retail or production sites, according to CBC and Global News. The first store, Imagine Cannabis, opened on Friday, August 29, 2025 in a shopping centre at King George Boulevard and 74 Avenue, per StratCann. Verdex lists 10 Surrey stores against a cap of 12.

  • Area quota. Two per area means a third shop in one area cannot be licensed under this framework.
  • Repeat brands. Imagine (King George Boulevard) and a second Imagine on 152 Street, two Dutch Love branches on 102 Avenue and 24 Avenue, and two Cannabis Connection shops on Fraser Highway and 88 Avenue: match the exact address.
  • Newcomers. Cloverdale Cannabis (176 Street) and Inspired Cannabis Co (152 Street) opened after the framework; look up their LCRB licence.
  • The missing two. Ten listed against twelve allowed can mean approved sites still waiting on provincial licensing.
