  • Home grow

    Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

    Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

    Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

    Only from provincially run or authorized retailers, delivered within that province.

  • Travel

    Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

Where do the five stores actually trade?

The zoning bylaw already permits retail in commercial zones, but a store selling cannabis also needs a council resolution before the province decides, the city's policy page explains. That is why the map is short. Downtown Cannabis is on Lakeshore Drive NE and Salmon Arm Cannabis on Shuswap Street NW, the downtown core. The Greenery is on the Trans-Canada Highway NE, Green Canoe Cannabis on 50 Street NE and Cannabis Supply Co on 10 Avenue SW.

The Salmon Arm Observer reported that council backed two of the first three applications, so refusal has happened. Nothing in the policy sets a figure for stores outside the core, which means council judgement, not a formula, decides whether a sixth shop could open. The 500 metre school wording is "discouraged", a soft test, so a store closer than that is not automatically a breach, but expect council to ask why. Provincial age and tax rules sit on the B.C. hub.
