Surrey's first legal cannabis store opened on August 29, 2025, nearly seven years after legalization, when Imagine Cannabis opened, according to StratCann. The city had been one of the last large B.C. cities to allow retail. Verdex lists 10 stores licensed by the B.C. Liquor and Cannabis Regulation Branch (LCRB), all register entries without ratings yet.

The minimum age is 19, with a 30-gram purchase limit. Names include Cloverdale Cannabis on 176 Street, Dutch Love Cannabis on 24 Avenue in South Surrey and two Imagine Cannabis Co branches on 152 Street and King George Boulevard.

Twelve stores, six town centres

Council approved a framework in April 2024 that allows up to 12 retailers, two in each of six town centres: Whalley and City Centre, Guildford, Fleetwood, Newton, South Surrey and Cloverdale. Stores must be 200 metres from schools, community and recreation centres and other cannabis stores, according to CBC. On November 4, 2024 council voted unanimously to approve eight operators for 12 stores, and each still needed rezoning.

  • Whalley: Dutch Love, Unit 201, 13650 102 Avenue.
  • Guildford: Imagine Cannabis Co at 10330 152 Street and Inspired Cannabis Co at 9014 152 Street.
  • Fleetwood: Cannabis Connection at 15148 Fraser Highway, which opened its first Surrey store on February 11, 2026, according to Modern Agriculture.
  • Newton, South Surrey, Cloverdale: Imagine Cannabis Co at 7380 King George Boulevard, Dutch Love on 24 Avenue and Cloverdale Cannabis.

  • Public use

    Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.
