Arizona's legal market reached Tucson in two steps, the vote and then the first sales, and a third step came later, when the council had to approve new stores one by one.
Possession by adults 21 and over becomes legal after Prop 207 passes with about 60% of the vote.
First state-licensed adult-use sales, making Arizona the fastest state from vote to retail, according to the ballot record.
The state names eight ZIP codes in the Tucson area as qualifying for social-equity licences, the Arizona Daily Star reported.

Which of the three are really separate?
Earth's Healing (2075 E Benson Highway) and D2 (221 E 6th Street) link to each other's menus and list each other's stores, which suggests one network. Nature Med, at 5390 W Ina Road, is listed under Marana in the state register despite its Tucson address. Why did the council vote on one dispensary?
