How cannabis is sold in North Rhine-Westphalia
North Rhine-Westphalia, Germany's most populous state, applies the federal Consumer Cannabis Act. Adults may carry 25 grams, keep 50 grams at home and grow three plants. Cultivation associations apply to the district government (Bezirksregierung) responsible for their area; applications have been possible since 1 July 2024, and the state health ministry says processing takes up to three months once a file is complete.
NRW's guidance repeats the federal rules and adds practical detail: at most 500 members, all at least 18 and resident in Germany for at least six months, a minimum membership of three months, and a distance of 200 meters, measured in a straight line to the entrance, from schools, youth facilities and playgrounds. The first permit in the state went to a club in Bielefeld on 30 September 2024, issued by the Detmold district government; at that point about 80 applications had been filed statewide. Clubs elsewhere, such as Wubatz e.V. in Wuppertal, fall under the Düsseldorf district government.
On the medical side, Cologne-based Cannaflos holds manufacturing, wholesale and medical cannabis permits, according to the company, and supplies pharmacies. Patients need a prescription; telemedicine and mail order remain legal as of September 2026.
