How cannabis is sold in Baden-Württemberg
Baden-Württemberg has given one authority, the Regierungspräsidium Freiburg, the job of licensing cultivation associations for the entire state. Applications have been possible since 1 July 2024, and the first two permits were issued on 19 November 2024 to Cannabis Club Südwest e.V. in Achern (Ortenau district) and CSC Grüne Liebe Rhein-Neckar e.V. in Mannheim. At that time 66 further applications were waiting, to be handled in the order received.
The state's social affairs ministry explained what a permit contains: the exact location of the secured grow site and the maximum annual amounts the club may grow and pass on to members. Before growing, clubs must complete the building work their security concept requires; until then only preparatory steps are allowed. Applicants must also submit their statutes, security concepts and health and youth-protection plans, and the regional council supervises clubs after approval.
Otherwise the federal rules apply: adults may possess up to 25 grams in public and 50 grams at home and grow three plants, club members must be 18 or older and live in Germany, and advertising for cannabis and clubs is banned. Medical cannabis is available on prescription from pharmacies, and since 29 July 2026 statutory insurers no longer cover cannabis flower.
