Adults 18+: up to 25 g in public and up to 50 g at home.
Home grow
Up to three plants per adult at their residence.
Clubs
Non-commercial associations of up to 500 members living in Germany; 25 g/day and 50 g/month per member (18–20: 30 g/month, max 10% THC).
Sales
No licensed shops; commercial sale outside pharmacies remains a criminal offense.
Public use
Banned within sight of schools, playgrounds, youth and sports facilities, on club premises, and in pedestrian zones from 07:00 to 20:00.
Advertising
General ban on advertising and sponsorship for cannabis and cultivation associations (KCanG §6).
Medical cannabis
Ordinary prescription since April 2024; telemedicine and mail order legal as of September 2026; statutory insurance no longer covers flower since 29 July 2026.

How it works

How cannabis is sold in Cologne

Cologne's three listings are three different kinds of business, and mixing them up is the risk.

Separate suppliers from sellers. Cannaflos at Vogelsanger Straße 348 develops and supplies medical cannabis to pharmacies since 2019 and sells nothing to patients.
Separate prescribers from dispensers. canncura at Charlottenstraße 61 runs a practice in Cologne and Steinheim with video appointments; it prescribes, a pharmacy dispenses.
Weigh the review count. Cannacolonia, the Apotheke Friesentor at Hohenzollernring 52, scores 8.1 on Verdex but 2.2 on Trustpilot from 23 reviews, mostly about slow service.
Plan where you will smoke. Consumption is practically banned across the Old Town and Zülpicher quarter, says weed.de, because of pedestrian zones, schools and daycare centres.

What about clubs?

The Bezirksregierung Köln, which licenses clubs for Cologne and Bonn, had approved 25 by early 2026 with 26 applications pending, according to state figures. That district count is larger than any city figure, so ask each club its exact location. The club guide covers fees and limits.

The fine print on zones

Federal law bars consumption within 100 metres of schools, playgrounds and youth sites, and in pedestrian areas between 7 and 20 hours; fines run 50 to 500 euros, says the city. The NRW page has the rest.
