How cannabis is sold in Berlin

Berlin applies the federal Consumer Cannabis Act, so adults may possess 25 grams in public and 50 grams at home and grow three plants. Licensing of cultivation associations was initially handled by the city's district offices: Marzahn-Hellersdorf approved Berlin's first club, Green Leaf Society e.V., in August 2024. Since 1 November 2024 the State Office for Health and Social Affairs (LAGeSo) has been the licensing authority for the whole city, while the district office where a club is based remains responsible for supervising it.

LAGeSo issued its own first permit on 30 January 2025, to an association in Treptow-Köpenick whose name was not published, and said at the time that 18 further applications were being processed. Green Leaf Society distributed its first harvest to members in January 2025.

Berlin also has cannabis-focused pharmacies. jiroo, the trading name of Fritz Apotheke in Tempelhof, dispenses medical cannabis on prescription, ships nationwide and publishes a running ticker on the pending federal amendment to the Medical Cannabis Act. That amendment would require an in-person first visit for flower prescriptions and end mail-order shipping of flower, but it had not passed by mid-September 2026. Public consumption is banned near schools and playgrounds, on club premises and in pedestrian zones between 7 a.m. and 8 p.m.
