Cannabis in Schleswig-Holstein

Schleswig-Holstein follows the federal Consumer Cannabis Act without state additions. Adults 18 and older may carry 25 grams in public, keep 50 grams at home, grow three plants and join a non-commercial cultivation association. Use is banned in pedestrian zones between 07:00 and 20:00 and within sight of schools, playgrounds and youth facilities, a rule that bites in busy seaside towns in summer.

Club permits come from an unusual office: the State Laboratory (Landeslabor Schleswig-Holstein, LSH) in Neumünster. It has accepted applications since 1 July 2024, decides within three months of a complete file, and warns that fees can reach €4,000 or more depending on inspections. The state does not publish a running total. A private directory that relies on German Hemp Association data listed 13 approved or pending clubs in September 2026, in places such as Kiel, Neumünster, Norderstedt, Pinneberg, Rendsburg and Bad Segeberg, most of them taking new members.

Neumünster also hosts one of the few farms growing medical cannabis inside Germany. Aphria RX, a Tilray subsidiary, won lots in the 2019 BfArM tender and harvested its first crop at a 6,000-square-meter indoor facility in 2021 for German pharmacies. Patients still need a prescription, and statutory insurers stopped paying for flower on 29 July 2026. German law gives no cover to anyone carrying cannabis north across the Danish border.
