How cannabis is sold in Bavaria
Bavaria applies the federal Consumer Cannabis Act but has been the most reluctant state in implementing it. Clubs are licensed by the Bavarian State Office for Health and Food Safety (LGL), which issued its first three permits on 24 April 2025, to associations in the districts of Rosenheim, Bad Kissingen and Freising. At that point 28 applications were still pending. Health Minister Judith Gerlach said the permits were issued only because the law required it, that Bavaria still wanted the federal government to reverse recreational legalization, and that clubs would face close inspections.
A permit is not the end of the process. Approved clubs must install security measures, have them inspected by the LGL and comply with building law before they may grow. According to the German Hemp Association, building permission for the grow facility of CSC-Inntal-Raubling e.V., one of the first three clubs, was refused, and in June 2026 the association and the DHV filed a test lawsuit arguing that Bavaria demands special zones for such facilities that do not exist.
Adults may still grow three plants at home and possess up to 25 grams in public. Medical cannabis is available on prescription through pharmacies; Canify, a pharmaceutical importer and manufacturer based in Herrsching with a GMP facility in Leipheim, supplies the German market.

Yes, but few. The LGL issued the first three permits on 24 April 2025, and at least one of those clubs had not been allowed to start growing by June 2026 because building permission was refused.
