Cannabis in Saxony-Anhalt

Saxony-Anhalt applies the federal Consumer Cannabis Act (KCanG) with no state extras: adults 18 and older may carry 25 grams, keep 50 grams at home, grow three plants and join a licensed cultivation association if they live in Germany. There are no cannabis shops. Clubs are licensed and inspected by the State Office for Consumer Protection (Landesamt für Verbraucherschutz, LAV) in Halle (Saale), which the state cabinet named as the responsible authority in June 2024.

Uptake has been modest. By May 2026 the LAV had received 26 club applications and approved 17, the Magdeburg daily Volksstimme reported two years after legalization, adding that the illicit market was still busy. Private club directories place the largest groups in Magdeburg and Halle. Because clubs may not advertise, finding one usually means contacting the association directly and waiting for a membership slot.

The state plays a bigger part in medical supply than in clubs. In Leuna, Aurora Deutschland operates a 3,600-square-meter indoor facility that won lots in the federal BfArM cultivation tender of 2019, gained EU-GMP certification and began supplying pharmacies in 2022, and received expanded licences under the Medical Cannabis Act in July 2024. Patients in Saxony-Anhalt still need a prescription. Telemedicine prescriptions and mail-order pharmacies remain legal as of September 2026, and statutory health insurers stopped paying for flower on 29 July 2026.
