Wubatz e.V., which also uses the name CSC Wuppertal, is a registered cultivation association in Wuppertal, North Rhine-Westphalia, entered in the Wuppertal local court's register of associations under VR 31463. In NRW, cultivation associations are licensed by the district governments (Bezirksregierungen); Wuppertal belongs to the Düsseldorf district, and the association names the Düsseldorf district government as the body that granted its permit. Its website points to a radio report of 26 November 2024 saying the club would soon be able to start growing, but it does not publish the permit date.
The club describes itself as the first licensed association in NRW. Regional reporting contradicts that: the newspaper Die Glocke reported on 30 September 2024 that a Bielefeld club had received the first NRW permit from the Detmold district government that day. Readers should treat the club's claim with caution.
The rules are set by the Consumer Cannabis Act and NRW's health ministry. Membership is capped at 500, members must be at least 18 and have lived in Germany for at least six months, and the minimum membership term is three months. Each member may receive at most 25 grams a day and 50 grams a month, or 30 grams with no more than 10 percent THC for 18- to 20-year-olds. Club premises must be at least 200 meters from the entrances of schools, youth facilities and playgrounds, and the state says processing a complete application takes up to three months.
Wubatz supplies its members only. It does not sell to the public or to visitors, and advertising for cultivation associations is prohibited in Germany.
