How cannabis is sold in Saxony
Saxony applies the federal Consumer Cannabis Act: adults 18 and older may possess up to 25 grams in public and 50 grams at home, grow up to three plants and join a licensed cultivation association if they live in Germany. Advertising for cannabis and for clubs is prohibited, and consumption is banned near schools, playgrounds and youth facilities and in pedestrian zones during the day.
The state matters more for medical cannabis than its size suggests. In Leipzig, Grünhorn Apotheke, a licensed pharmacy in the Paunsdorf Center supervised by the Landesdirektion Sachsen, ships prescriptions across Germany and says it handles about one in four medical cannabis prescriptions in the country. Near Dresden, DEMECAN grows medical cannabis in Ebersbach; in July 2024 it announced that it was the first German company to receive a cultivation permit from the federal drug agency BfArM under the new Medical Cannabis Act.
Patients in Saxony, as everywhere in Germany, need a prescription, which can currently come from an in-person or a telemedicine consultation. Pharmacies may still ship flower by mail as of September 2026, but a pending federal amendment would end that. Since 29 July 2026 statutory insurers can no longer be billed for cannabis flower.
