How cannabis is sold in Lower Saxony
In Lower Saxony the Chamber of Agriculture (Landwirtschaftskammer Niedersachsen) licenses and supervises cannabis cultivation associations. The state moved quickly: applications opened on 1 July 2024, and on 9 July the chamber reported that Agriculture Minister Miriam Staudte had personally handed the first permit in Lower Saxony to the Cannabis Social Club Ganderkesee near Oldenburg.
The chamber's conditions follow the federal Consumer Cannabis Act. Clubs must submit current background checks for their officers, admit only members aged 18 or over, prepare health and youth-protection concepts, secure their cannabis against access by third parties, control and document THC content, and keep to the limits on cultivation and distribution. Each member may receive at most 25 grams a day and 50 grams a month, with tighter limits for those under 21, and cannabis may never be passed to non-members.
The Ganderkesee club illustrates the demand: by March 2025 it had reached the legal ceiling of 500 members and reported a waiting list of about 1,600 people. Outside the clubs, adults may grow three plants at home, and medical cannabis is available on prescription from pharmacies, including mail-order pharmacies elsewhere in Germany.
