How cannabis is sold in Hesse
Hesse follows the federal Consumer Cannabis Act, so adults may carry 25 grams, keep 50 grams at home and grow three plants. For cultivation associations, the Regierungspräsidium Darmstadt is the licensing authority for the entire state, not only for its own district. As of 2 September 2026 it reported 36 applications received and 22 permits issued across Hesse.
The authority's guidance spells out what clubs need: a registered non-profit association or cooperative, members aged 18 or over who live in Germany, statutes with a minimum membership of three months, a prevention officer with recognized training, security and health-protection concepts, and an annual report to the supervising authority by 31 January. The grow site must stay 200 meters from the entrances of schools, children's and youth facilities and playgrounds, may not be in a private home and may not share secured premises with another club.
Hesse is also home to one of Germany's largest medical cannabis platforms: Bloomwell, based in Frankfurt am Main, connects patients nationwide with prescribing doctors and partner pharmacies. Medical cannabis in Hesse works as elsewhere in Germany, on prescription through pharmacies, and since 29 July 2026 statutory insurers no longer cover cannabis flower.
