How cannabis is sold in Munich
Light a joint on the Theresienwiese during the Oktoberfest and the first fine is 1,500 euros; repeat offenders can pay more than 5,000, reports Euronews. The Wiesn runs until 4 October 2026, and the ban rests on the Bavarian law the Landtag passed in July 2024. Carrying up to 25 grams remains legal there, but smoking, heating or vaping it does not.
How strict is Munich compared with the rest of Germany?
Stricter, and by design. Police recorded 27 cannabis violations at the previous festival, per the same report. The state also moved to keep consumption out of beer gardens and other public spaces, part of a stance the state's health minister put bluntly when announcing the first three club permits in April 2025. Clubs fare no better: the Landesamt für Gesundheit und Lebensmittelsicherheit rejected CSC Minga in November 2024 because every member would have to work "actively and manually" on the crop.
