Approved is not open
The club passed the state's cannabis review and then met a second, separate hurdle: building law. Approval and construction permission run independently, so a club can hold one and be stopped by the other. Bavaria had approved 11 of 47 applications by early August 2026, and this case is why that number overstates what is actually open. The club's umbrella body, CSC-Dachverband Bayern, published a release on 3 June 2025 under the headline asking whether cannabis legalisation was being systematically sabotaged. It is an advocacy view; the court ruling is the neutral fact.
