About CSC-Inntal-Raubling e.V.

Cultivation association in Raubling (Rosenheim district), among Bavaria's first three licensed clubs (April 2025); growing blocked by a permit dispute.

CSC-Inntal-Raubling e.V. is a cultivation association registered in Raubling, in the Bavarian district of Rosenheim (register of associations Traunstein, VR 202602). On 24 April 2025 the Bavarian State Office for Health and Food Safety (LGL), which licenses these clubs in Bavaria, granted its first three permits: one to this association and the others to clubs in the districts of Bad Kissingen and Freising. Bavaria's health minister, Judith Gerlach, stressed at the time that the permits did not change the state's aim of having the federal government reverse recreational legalization and announced close inspections.

A permit alone does not allow growing to begin. The LGL required approved clubs to put security measures for their land and buildings in place, have them inspected and comply with building law first. That second step became the obstacle. According to the German Hemp Association (DHV), the responsible authority refused building permission for the club's grow facility, and on 3 June 2026 the DHV announced that it and the association were suing Bavaria in a test case, arguing that the state requires such facilities to sit in special zones that do not exist. At that point the club had not started cultivating.

Under the Consumer Cannabis Act, members must be adults living in Germany, membership is capped at 500 and cannabis may be passed on only to members for personal use.

Nothing is sold to the public, and German law bans advertising for cultivation associations. This listing records the club's licensing and legal status only.
