Victoria decides on cannabis stores one address at a time. When the B.C. Liquor and Cannabis Regulation Branch (LCRB) receives an application, it notifies the city, and the city gathers public input before it sends a recommendation back under its Cannabis Retail Store Licensing Bylaw (18-120). Verdex lists 29 licensed stores, all register entries without ratings yet.
You must be 19 to buy, up to 30 grams a time. The neighbourhood addresses show the spread: Fernwood Green at 1725 Cook Street, Clarity Cannabis at 850 Johnson Street downtown, Alternative Aromatics on Quadra Street, Burnside Cannabis on Harriet Road and Cloud Nine Cannabis on Shelbourne Street.

Victoria's bylaw includes a 200-metre guideline between cannabis retailers and between retailers and schools. Council can vary that during the rezoning process. Clarity Cannabis appears twice, at 603 Gorge Road East and 850 Johnson Street, each with its own licence.

Home grow
Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).
Public use
Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.
