Who can buy
Uruguayan citizens and permanent residents aged 18+, registered with IRCCA in one of three routes: pharmacy, club or home grow. Tourists cannot register.
Pharmacy limits
10 g per 7 days, 40 g per 30 days, 480 g per year, in 5 g packets, enforced by IRCCA's fingerprint and point-of-sale system.
Possession
Up to 40 g is considered personal use.
Home grow
Registered growers may keep up to 6 female psychoactive plants per household, harvesting no more than 480 g a year; one grow per dwelling. Registration expires after three years.
Clubs
Civil associations with 15 to 45 resident members, up to 99 plants and 480 g per member a year, all at one registered site. IRCCA publishes only club names and departments.
Public use
Smoking cannabis is banned in enclosed public places and workplaces (including taxis and buses) and in health, education and sports facilities, indoors or out.
Driving
Driving with THC above the permitted concentration is prohibited under Law 19.172; police may use approved saliva tests.
Advertising and export
All advertising or sponsorship of psychoactive cannabis is banned. Taking cannabis out of Uruguay is illegal even if bought legally.

Rocha, on Uruguay's Atlantic coast, has three pharmacies on IRCCA's list of outlets authorized to sell adult-use cannabis: Farmacia Uruguay in the departmental capital, a pharmacy in the beach town of La Pedrera, and Farmacia Chiquitín II in Chuy on the Brazilian border.
Rules are the same as in the rest of the country. Buyers must be registered Uruguayan citizens or permanent residents aged 18+, can buy up to 10 g a week in 5 g packets at IRCCA prices, and may not also grow at home or belong to a club. The coast fills with Argentine, Brazilian and other visitors in summer, but none of them can buy legally, and carrying cannabis across the border at Chuy is prohibited. Beach-town businesses may keep shorter hours outside the season. Residents without a nearby pharmacy can instead register as home growers, with up to six plants per household, or join one of the clubs that IRCCA says now operate in every department.
