Who can buy
Uruguayan citizens and permanent residents aged 18+, registered with IRCCA in one of three routes: pharmacy, club or home grow. Tourists cannot register.
Pharmacy limits
10 g per 7 days, 40 g per 30 days, 480 g per year, in 5 g packets, enforced by IRCCA's fingerprint and point-of-sale system.
Possession
Up to 40 g is considered personal use.
Home grow
Registered growers may keep up to 6 female psychoactive plants per household, harvesting no more than 480 g a year; one grow per dwelling. Registration expires after three years.
Clubs
Civil associations with 15 to 45 resident members, up to 99 plants and 480 g per member a year, all at one registered site. IRCCA publishes only club names and departments.
Public use
Smoking cannabis is banned in enclosed public places and workplaces (including taxis and buses) and in health, education and sports facilities, indoors or out.
Driving
Driving with THC above the permitted concentration is prohibited under Law 19.172; police may use approved saliva tests.
Advertising and export
All advertising or sponsorship of psychoactive cannabis is banned. Taking cannabis out of Uruguay is illegal even if bought legally.

Salto's first legal cannabis sale did not happen in the city at all, but at a pharmacy in the Daymán hot springs resort.
Pharmacy sales begin nationwide. In Salto department the only authorised outlet is Albisu, at Pasaje Comercial in Termas del Daymán.
El Pueblo reports about 15 packets a day at Albisu, sold mostly to Salto residents, with a per-pharmacy stock ceiling set by IRCCA.
IRCCA counts 60 pharmacies nationally; Salto lists three, including Dos Naciones at Avenida Enrique Amorín 1201 and Viana at Gobernador Viana 587.
Prices per 5 g packet rise to $500 for Alfa and $630 for Épsilon, according to IRCCA.
What does the river border change?
Salto faces Argentina across the Uruguay River, but that helps no visitor: tourists and people with residency still in process cannot register as pharmacy buyers. Dos Naciones and Viana are the two city outlets, and Verdex holds Viana twice, so count it as one. Purchases are capped at 10 g a week and 40 g a month. Where was the first Salto pharmacy?
El Pueblo reported in August 2017 that Albisu, in Termas del Daymán, was the department's only authorised pharmacy. Its address on IRCCA's list is Paseo del Pasaje, local 9.
Can someone from Concordia buy in Salto?
Not as a visitor. Buyers need a Uruguayan cédula as citizens or permanent residents and must be registered before purchase.
