Who can buy
Uruguayan citizens and permanent residents aged 18+, registered with IRCCA in one of three routes: pharmacy, club or home grow. Tourists cannot register.
Pharmacy limits
10 g per 7 days, 40 g per 30 days, 480 g per year, in 5 g packets, enforced by IRCCA's fingerprint and point-of-sale system.
Possession
Up to 40 g is considered personal use.
Home grow
Registered growers may keep up to 6 female psychoactive plants per household, harvesting no more than 480 g a year; one grow per dwelling. Registration expires after three years.
Clubs
Civil associations with 15 to 45 resident members, up to 99 plants and 480 g per member a year, all at one registered site. IRCCA publishes only club names and departments.
Public use
Smoking cannabis is banned in enclosed public places and workplaces (including taxis and buses) and in health, education and sports facilities, indoors or out.
Driving
Driving with THC above the permitted concentration is prohibited under Law 19.172; police may use approved saliva tests.
Advertising and export
All advertising or sponsorship of psychoactive cannabis is banned. Taking cannabis out of Uruguay is illegal even if bought legally.

Three legal routes, one registry
Law 19,172 of 2013 created three ways to get cannabis, and IRCCA, the regulator, lets each person be registered in only one at a time. To switch, you cancel one registration and apply for another.

Where are the pharmacies?
Spread across the city rather than in one district. The five Verdex profiles cover the old town, the coast and the east:

Stock of individual varieties runs out, so registered buyers often check more than one pharmacy. All four products — Alfa, Beta, Gamma and Épsilon — have prices set by IRCCA, not by the shop.
What changed in 2025–2026
Pharmacy sales started in 2017, when 16 pharmacies were first authorized. IRCCA says home-grow registrations are the only route that is stagnating: expired registrations now outnumber active ones.

At an enabled Correo Uruguayo branch with a valid Uruguayan ID card (citizenship or permanent residence) and proof of address such as a UTE, OSE or ANTEL bill. You can be registered in only one route: pharmacy, club or home grow.
