Key rules in Uruguay
Plain-language summary. The regulator is Instituto de Regulación y Control del Cannabis (IRCCA).
Who can buy
Uruguayan citizens and permanent residents aged 18+, registered with IRCCA in one of three routes: pharmacy, club or home grow. Tourists cannot register.
Pharmacy limits
10 g per 7 days, 40 g per 30 days, 480 g per year, in 5 g packets, enforced by IRCCA's fingerprint and point-of-sale system.
Possession
Up to 40 g is considered personal use.
Home grow
Registered growers may keep up to 6 female psychoactive plants per household, harvesting no more than 480 g a year; one grow per dwelling. Registration expires after three years.
Clubs
Civil associations with 15 to 45 resident members, up to 99 plants and 480 g per member a year, all at one registered site. IRCCA publishes only club names and departments.
Public use
Smoking cannabis is banned in enclosed public places and workplaces (including taxis and buses) and in health, education and sports facilities, indoors or out.
Driving
Driving with THC above the permitted concentration is prohibited under Law 19.172; police may use approved saliva tests.
Advertising and export
All advertising or sponsorship of psychoactive cannabis is banned. Taking cannabis out of Uruguay is illegal even if bought legally.

Can a visitor to La Pedrera buy at the pharmacy?
No. A buyer must be 18 or over, hold a valid Uruguayan cédula as citizen or permanent resident, and register once at a Correo Uruguayo branch, then be checked by fingerprint at the counter. Tourists and people with residency in process cannot register, and legally bought cannabis may not leave the country.
Where is the shop?
Farmacia La Pedrera is on Pitanga street, block 16, and IRCCA's register spells it "La Pedera". Verdex holds a second record for the same premises under that spelling, which is a duplicate rather than a second shop.
How many pharmacies does Rocha have?
IRCCA's list shows four: Chuy on the Brazilian border, La Paloma, La Pedrera and Rocha city, where Farmacia Uruguay is at 18 de Julio 129. Older summaries speak of three, so the network has grown. A beach town in the off-season may see stock of a given variety vary, and because advertising is banned no hours are posted.
What does a packet cost?
Each 5 g packet has a state-set price from 1 August 2026: Alfa $500, Beta $510, Gamma $580, Épsilon $630, in Uruguayan pesos. Épsilon, sativa-leaning with up to 20% THC, is the best seller, according to IRCCA. Limits are 10 g in any seven days, 40 g in 30 days and 480 g a year. Sign-up steps are in the registration guide; the Rocha page lists the rest of the department.
