Who can buy
Uruguayan citizens and permanent residents aged 18+, registered with IRCCA in one of three routes: pharmacy, club or home grow. Tourists cannot register.
Pharmacy limits
10 g per 7 days, 40 g per 30 days, 480 g per year, in 5 g packets, enforced by IRCCA's fingerprint and point-of-sale system.
Possession
Up to 40 g is considered personal use.
Home grow
Registered growers may keep up to 6 female psychoactive plants per household, harvesting no more than 480 g a year; one grow per dwelling. Registration expires after three years.
Clubs
Civil associations with 15 to 45 resident members, up to 99 plants and 480 g per member a year, all at one registered site. IRCCA publishes only club names and departments.
Public use
Smoking cannabis is banned in enclosed public places and workplaces (including taxis and buses) and in health, education and sports facilities, indoors or out.
Driving
Driving with THC above the permitted concentration is prohibited under Law 19.172; police may use approved saliva tests.
Advertising and export
All advertising or sponsorship of psychoactive cannabis is banned. Taking cannabis out of Uruguay is illegal even if bought legally.

In April 2026 IRCCA counted eight adhered pharmacies and 172 membership clubs there, second only to the capital on both measures. Pharmacies on IRCCA's list sit in La Paz, Toledo, Paso Carrasco, Pando, Solymar, Villa Aeroparque, Salinas, Marindia and Atlántida, covering both the commuter belt and the Costa de Oro beach towns.
Access follows national rules: registered Uruguayan citizens and permanent residents aged 18+ may buy up to 10 g a week in 5 g packets at state-set prices, and must choose between pharmacy buying, a club or growing at home. Summer visitors to the coast cannot register, and clubs may only admit residents. Because advertising is banned, pharmacies rarely publicize cannabis availability, so registered buyers typically call ahead. Home growers in Canelones may keep up to six female plants per household, and club members receive at most 480 g a year from their club, the same national caps that apply in every department.
