How cannabis is sold in Lavalleja

In Lavalleja the clubs outnumber the counters. IRCCA counted eight licensed membership clubs in the department in April 2026, the same number as Florida and more than Soriano, Flores or Río Negro, but only one pharmacy: the one at Domingo Pérez 501 in Minas, on the September 2026 list.

A club is a civil association of 15 to 45 members with a single registered site where it grows up to 99 plants; each member may receive no more than 480 g a year. IRCCA publishes club names and departments but not addresses, so joining usually happens through personal contacts. Members cannot also buy at the pharmacy or grow at home, because the law allows one route per person.

At the Minas pharmacy the rules are national: buyers must be Uruguayan citizens or permanent residents aged 18 or older, registered in advance, and limited to 10 g a week and 40 g a month in 5 g packets priced from $U 500 to $U 630 since August 2026. Home growers register at the departmental Correo Uruguayo office in Minas and may keep up to six female plants per household. Visitors cannot buy, and smoking is banned in enclosed public spaces.
