How cannabis is sold in Rivera

For years Uruguay's north had almost no legal pharmacy supply. IRCCA's report for early 2026 says the arrival of pharmacies in Rivera and Tacuarembó ended that gap, and in September 2026 the list showed Farmacia La Proa at Luis A. Herrera 1252 in Rivera city as the department's authorized counter. Seven licensed clubs were registered in Rivera in April 2026.

Rivera is a twin city with Santana do Livramento in Brazil, and that shapes the main risk for newcomers. Only Uruguayan citizens and permanent residents aged 18 or older can register, whether at Correo Uruguayo, where IRCCA lists the departmental office in Rivera, or at a participating pharmacy. Residents of Livramento cannot, and cannabis bought in Rivera may not be taken out of Uruguay, even a few streets away.

Registered buyers pay state prices from $U 500 to $U 630 per 5 g packet since August 1, 2026 and may take home at most 10 g a week and 40 g a month. Anyone holding up to 40 g counts as a personal user. Smoking is prohibited in enclosed public places and workplaces, including taxis and buses, and drivers can be tested for THC.
