How cannabis is sold in Paysandú

Paysandú has one of the more developed legal markets outside the south. IRCCA counted 15 membership clubs in the department in April 2026, second in the north only to Salto's 20, and its September 2026 list shows two pharmacies. One is in the city at 18 de Julio 876. The other, Farmacia Termal Guaviyú, sits inside the Guaviyú hot-springs complex in the Quebracho area, which makes it one of two Uruguayan cannabis counters at a thermal resort, the other being at Termas del Daymán in Salto.

The spa setting does not open sales to holidaymakers. Only Uruguayan citizens and permanent residents aged 18 or older who registered beforehand can buy. Paysandú faces Argentina across the Uruguay River, and visitors from Colón or anywhere else abroad cannot register; legally bought cannabis may not leave Uruguay.

For residents, the options run in parallel but exclude each other. Pharmacy buyers are limited to 10 g a week and 40 g a month in sealed 5 g packets, priced from $U 500 to $U 630 since August 1, 2026. Club members share a registered grow of up to 99 plants and receive no more than 480 g a year each. Home growers register at the departmental Correo Uruguayo office in Paysandú and may keep six female plants per household. Smoking is banned in enclosed public spaces, including the indoor areas of the thermal complexes.
