Cannabis in Flores

Flores is one of Uruguay's smallest departments, and its legal cannabis market is correspondingly small: one authorized pharmacy, at Carlos María Ramírez 402 in Trinidad, and two membership clubs, according to IRCCA's April 2026 report and September 2026 pharmacy list.

That single counter matters beyond the department line. IRCCA's report lists Florida and Durazno, Flores's neighbors to the east and north, among the five departments with no pharmacy at all, alongside Colonia, Soriano and Treinta y Tres. Registered buyers there choose between a trip, a club or a home grow.

How buying works in Trinidad:

• Register once, at Correo Uruguayo or a participating pharmacy, with a Uruguayan cédula showing citizenship or permanent residence and a recent utility bill or police certificate of address.
• At the counter, a fingerprint check confirms you have not passed 10 g in the last 7 days, 40 g in 30 days or 480 g in a year.
• Pay the state price, from $U 500 to $U 630 per 5 g packet since August 1, 2026.

Tourists cannot register. Smoking is banned in enclosed public places and workplaces, and drivers whose capacity is affected by cannabis may be tested and taken off the road.
