Why not buy in Punta del Este?
Maldonado has seven authorised pharmacies, the third-highest count after Montevideo and Canelones, including Punta del Este, San Carlos and Aiguá. None of them serves a foreign visitor, because Farmacia La Cabina and the rest sell only to people registered as pharmacy buyers with a Uruguayan cédula.
What does the counter enforce?
Identity is checked by fingerprint, and IRCCA's software blocks sales above 10 g a week, 40 g a month or 480 g a year. Flower comes only in sealed 5 g packets, and advertising is banned, so no opening hours are published; call first. Verdex holds two records for the same Route 10 address. The registration guide explains sign-up, and the Maldonado page covers the department.
Cannabis in Las Flores: questions
Can a tourist in Las Flores buy cannabis?
No. Registration needs a Uruguayan cédula as citizen or permanent resident, and tourists and people with residency still in process cannot sign up.
Does the pharmacy route allow joining a club as well?
No. Registration for pharmacy purchase rules out home growing and club membership at the same time.
