Key rules in the Netherlands

Plain-language summary. The regulator is Municipalities (mayors) under the national tolerance policy.

  • Possession

    Up to 5 g is not prosecuted (tolerated, not legal).

  • Home grow

    Up to 5 plants per person is not prosecuted.

  • Purchase limit

    Coffeeshops may sell at most 5 g per person per transaction.

  • Minimum age

    18; no minors on the premises.

  • Residents criterion

    National rule since 1 January 2013, enforced locally; strict in Maastricht and mandatory in experiment municipalities on the Belgian or German border.

  • Public use

    No national ban, but municipalities can prohibit it — e.g. Amsterdam's Wallen since 25 May 2023 (€100 fine after a warning).

  • Supply

    Outside the trial, cultivation and supply to coffeeshops remain illegal; in 10 trial municipalities shops sell only regulated cannabis since 7 April 2025.

  • Advertising

    Coffeeshops may not advertise drugs.

Coffeeshops are tolerated, not licensed in the way US stores are. Dutch policy (gedoogbeleid) lets them sell small amounts under the AHOJ-G criteria even though the supply behind the back door remains illegal outside the separate weed experiment.

The AHOJ-G rules every coffeeshop follows

According to Jellinek, the Amsterdam addiction service, each tolerated coffeeshop must stick to these criteria or risk closure by the mayor:

Since January 1, 2014 coffeeshops must also be at least 350 meters from schools. Jellinek notes that the number of Dutch coffeeshops fell from 846 in 1999 to 591 in 2014, and estimates that about 30% of cannabis is still sold through unlicensed channels, such as street dealers who approach tourists in the center.

Where can you smoke in Amsterdam?

Inside a coffeeshop or on its own terrace, and in private accommodation that allows it. On the streets of the old center it is banned: NL Times reports the ban covers the Red Light District, Dam Square, Damrak and Nieuwmarkt, enforced by police and city officers.

Can tourists buy weed in Amsterdam?

Yes. The national residency criterion exists, but Amsterdam does not enforce it, according to Jellinek. You need to be 18 or older and show ID, and each shop may sell you at most 5 g per day.

Where is smoking weed banned in Amsterdam?

Since May 25, 2023 it is banned on the streets of the Red Light District, Dam Square, Damrak and Nieuwmarkt, with a €100 fine. Smoking on a coffeeshop's own terrace is still allowed.

How much cannabis can you buy in an Amsterdam coffeeshop?

Up to 5 g per person per day. Shops may hold no more than 500 g of stock under the AHOJ-G criteria.

Do Amsterdam coffeeshops sell alcohol?

No. Coffeeshops sell cannabis and soft drinks or snacks; hard drugs and alcohol are not allowed.

Are new coffeeshops opening in Amsterdam?

No. The municipality does not issue new coffeeshop permits; soft drugs can only be sold by taking over an existing coffeeshop, and the city wants fewer shops in the center.
