How it works

How cannabis is sold in South Holland

South Holland's two big cities, Rotterdam and The Hague, both have coffeeshops operating under the national tolerance policy. The standard criteria apply everywhere: customers must be 18 or older, a single purchase is limited to 5 grams, and shops may not sell hard drugs, cause nuisance or advertise. Each municipality decides how many coffeeshops it allows and may add local rules, so it is worth checking entry requirements at the door.

In Rotterdam, The Reef on Oppert is an example of a shop built around a sit-down smoking room, and it accepts cards as well as cash. In The Hague, Dizzy Duck on Trompstraat is one of the most reviewed shops on Google, with a sister shop downtown. Neither city takes part in the national controlled-supply experiment, so their shops are supplied through the back door that remains illegal under Dutch law.

The province does have one experiment municipality: Voorne aan Zee, the merged municipality that includes Hellevoetsluis. There, as in the other nine participating municipalities, coffeeshops may sell only cannabis from government-designated growers since 7 April 2025, in sealed packaging that is tracked from grower to counter.
