How it works

How cannabis is sold in Limburg

Limburg shows the strictest version of Dutch coffeeshop policy. Maastricht has enforced the residents criterion for years, so its coffeeshops admit only people who live in the Netherlands; shops such as Easy Going in the Mosae Forum ask for a passport or ID card, and students must also show a student card and proof of registration. The national experiment makes the rule compulsory for participating municipalities on the Belgian or German border, and a 2019 report on the experiment named Heerlen as one of them. Day-trippers from Belgium and Germany should therefore not expect to be served.

Both Maastricht and Heerlen take part in the controlled-supply experiment. Since 7 April 2025 their coffeeshops may sell only cannabis from government-designated growers, packaged in sealed, neutral packaging and tracked from grower to counter; according to the experiment's conditions, shops may keep about one week of trading stock instead of the traditional 500-gram limit. Staff are required to be able to inform customers about risks and problematic use.

The national limits still apply: 18+ only and at most 5 grams per purchase. For residents, Maastricht's shops offer long hours; Easy Going, for example, opens every day of the year until midnight.
