How it works

How cannabis is sold in North Brabant

North Brabant is where the Dutch legal-supply trial began. On 15 December 2023 Breda and Tilburg started the experiment's start-up phase, the first places where coffeeshops sold cannabis grown by government-designated growers. Since the experiment phase began on 7 April 2025, all coffeeshops in both cities must sell only regulated cannabis, in sealed, neutral packaging with a QR-code information leaflet and full track-and-trace registration. The phase is set to last four years.

The two cities differ on who may buy. The experiment rules require participating municipalities on the Belgian or German border to admit only residents of the Netherlands, and Breda is among them; recent reviews of Breda shops such as De Baron (on Boschstraat since 1988) describe door staff asking for proof of address. Tilburg was not classed as a border municipality. There, The Grass Company runs two shops with strict house rules: valid ID for everyone, no tobacco and no alcohol on the premises.

Elsewhere in the province, including 's-Hertogenbosch, coffeeshops remain under the ordinary tolerance policy and are supplied outside the trial. Everywhere the national limits apply: 18+, and no more than 5 grams per purchase.
