    Outside the trial, cultivation and supply to coffeeshops remain illegal; in 10 trial municipalities shops sell only regulated cannabis since 7 April 2025.

How it works

How cannabis is sold in Utrecht

A traveller who arrives at Utrecht Centraal and wants a coffeeshop has a short walk: Hi/Lo, on Croeselaan 213 on the Jaarbeurs side, is two minutes from the station.

  1. Choose by area
    Hi/Lo is by the station and open daily from 10:00 to 00:00, holidays included, since 2011. Culture Boat is a coffeeshop and café on a moored boat on the Wittevrouwensingel canal. Coffeeshop BLOw is far out on Elektronweg 38 in Lage Weide, toward Leidsche Rijn.
  2. Bring photo ID
    Coffeeshops admit adults only, so expect a check at the door.
  3. Pay as the shop allows
    BLOw takes cash and PIN, per the register; ask the others.
  4. Check weekday hours
    BLOw runs split hours on weekdays.

A city that plans to grow its list

Utrecht's policy sets the maximum at 20 coffeeshops, including one reserved for the social cannabis club experiment, after the council backed an increase in 2024 because the city grew by 22% between 2010 and 2024. In June 2025 the municipality counted 13, which leaves room under the cap. Utrecht does not take part in the regulated-supply trial. It serves as a control municipality, so researchers compare its market with the ten trial towns, and its shops sell tolerated, not state-grown, product.
