St. Albert charges each cannabis store an annual business licence, listed on the city's cannabis page at $854.76, the same amount tobacco retailers pay. Verdex lists 11 stores licensed by Alberta Gaming, Liquor and Cannabis (AGLC): the two Canna Cabana and two Fire & Flower branches, Cannabis Discounter on Rose Gate, Kushi Cannabis, Blunt Botanicals and a shop at 26 Rowland Crescent.

Buyers must be 18 or older, and one purchase is limited to 30 grams. All are register entries without scores, so each page carries the AGLC licence number, such as Blunt Botanicals (licence 302024) on Sylvan Drive. The city regulates where you may use cannabis more tightly than it regulates where you may buy it.

According to the City of St. Albert, stores must be 150 metres from a school, 100 metres from a provincial health facility such as the Sturgeon Hospital and 100 metres from each other. Depending on the land use district, a cannabis store is a permitted, discretionary or prohibited use, and the city says a licence condition can limit operation to 10 a.m. to 10 p.m. Stores may not display product visible from outside.
