CSC Grüne Liebe Rhein-Neckar e.V. is a cultivation association based in Mannheim and one of the first two clubs licensed in Baden-Württemberg. On 19 November 2024 the state's Ministry of Social Affairs announced that the Freiburg regional council (Regierungspräsidium Freiburg), the central licensing authority for cultivation associations across the state, had granted permits to this club and to Cannabis Club Südwest e.V. in Achern. Both had been among the first to submit their documents in early July 2024.
The ministry explained that each permit fixes the exact location of the secured grow site and the maximum annual quantities the club may cultivate and pass on. Before growing, the clubs still had to complete building work required by the security rules; until then only preparatory steps were allowed. At the time, 66 further applications from across the state were waiting to be processed in order of receipt. The Staatsanzeiger reported that the Mannheim club had about 200 members, was building its facility and expected a first distribution in spring 2025.
The usual Consumer Cannabis Act rules apply: at most 500 members, all adults living in Germany, a minimum membership of three months and a monthly limit of 50 grams per member (30 grams with at most 10 percent THC for those aged 18 to 20).
Its operating status in 2026 could not be confirmed from public sources, so the listing is marked unverified. The club does not sell to the public, and advertising for cultivation associations is prohibited in Germany.
