What did the state actually approve?
The Regierungspräsidium Freiburg granted the permit on 19 November 2024, together with a Mannheim club, according to the state's social ministry. The club had to show a security concept and youth-protection plan, and to complete building work before it could store or grow. A local paper reported that the club had been growing at Oberachern since 2024.
How big is it, and how crowded is the queue?
The Staatsanzeiger reported a target of 150 members for 2025. By 1 March 2025, per Nussbaum, twelve clubs had approval statewide, 72 were waiting and two had been rejected. Federal law caps a club at 500 members, and clubs could only apply from 1 July 2024, after the law took effect on 1 April 2024.
