Five grams. That is the most a Dutch coffeeshop may sell one customer, and every other rule you meet at the door hangs off the same tolerance policy: cannabis is still illegal, but shops that follow the national criteria are not prosecuted. At the end of 2024 the Netherlands had 563 coffeeshops in 103 municipalities, according to the WODC report Coffeeshops in Nederland 2024, and Amsterdam, Rotterdam and The Hague held 43% of them. Verdex lists 54, all with full profiles. Four of the top six are in The Hague, among them Dizzy Duck on Trompstraat and Doctor Green on Herenstraat.

Which rules depend on the town

Municipalities decide whether to allow coffeeshops, how many, and whether to enforce the residents-only criterion. The same shop type behaves differently across a few kilometres.

The trial matters if you compare menus. Since April 7, 2025, shops in ten towns may sell only cannabis from licensed growers. The first report to parliament (September 9, 2026) put average flower in trial towns at €10.09 a gram, down from €11.55, while hash rose from €11.67 to €21.12, according to Business of Cannabis. Verdex lists Nijmegen's Kronkel, a trial shop, alongside Haarlem's Maximillian and Harlem Dreams.

Can tourists buy cannabis in Dutch coffeeshops?

Usually yes, if they are 18 or older with a valid passport or ID card, but each city decides whether to enforce the residents-only criterion. Amsterdam does not apply it, and The Hague has chosen not to prioritize it. Breda, a border municipality, requires proof of residence.

Is cannabis legal in the Netherlands?

No. Buying and possessing small amounts is tolerated, not legal: a shop may sell no more than 5 g per person per transaction, and 5 g or 5 plants is not prosecuted, according to the Dutch government. Growing and supplying shops stays illegal outside the government trial.

What is different about coffeeshops in the trial towns?

In the ten participating towns, shops may sell only cannabis from licensed Dutch growers since April 7, 2025. The first follow-up report found cheaper flower and pricier hash there, according to press coverage of the September 2026 report.
