A Rotterdam coffeeshop outside the central area closes at 22:00, and one near a secondary school shuts during lessons. Rotterdam's policy, in force since November 22, 2017, cut opening from 07:00 to 10:00 and closing from 01:00 or 02:00 to 22:00, with midnight allowed only in a designated central area. Visitors 18 and older with a passport or national ID are usually served, since the residents-only rule is written into policy but not enforced.

Verdex lists seven shops. In Rotterdam, Coffeeshop ’t Trefpunt on Botersloot near the Markthal and The Reef on Oppert; in The Hague, Dizzy Duck on Trompstraat, Doctor Green on Herenstraat and Greenhouse Secret Farmers on Elandstraat. A single purchase is capped at 5 grams.

The Hague's streets, Rotterdam's school rule and the experiment

The Hague had 36 coffeeshops in 2021 against 103 in 1995, and each is inspected four times a year, according to the mayor's letter to the council. They sit in ordinary streets, mostly the Weimarstraat in Segbroek and the Zeeheldenkwartier, where Greenhouse Secret Farmers trades. Parts of the city, including Den Haag Zuidwest, ban smoking cannabis in public. Rotterdam had 39 shops at the end of 2024 according to the national count, and its school rule applies to any shop within 200 metres in a straight line and 250 metres on foot.

  • Hours: Rotterdam 10:00 to 22:00, some central shops to 24:00. The Hague shops we list open 09:00 or 10:00 and close from 22:30 to 01:00.
  • Relocation: The Hague's plan to move Galaxy from the Weimarstraat to near De Uithof was struck by the new coalition in summer 2026; four opposition parties filed questions that the city must answer by October 13.
  • Experiment: the province's one trial municipality is Voorne aan Zee, which includes Hellevoetsluis, where since April 7, 2025 shops sell only cannabis from government-designated growers.
