Cannabis Social Club Ganderkesee e.V. is a licensed cultivation association (Anbauvereinigung) in Ganderkesee, a municipality in the district of Oldenburg in Lower Saxony. On 9 July 2024 the Lower Saxony Chamber of Agriculture (Landwirtschaftskammer Niedersachsen), which licenses and supervises these associations in the state, reported that Agriculture Minister Miriam Staudte had personally handed the association Lower Saxony's first permit, eight days after applications opened on 1 July 2024.
Under the Consumer Cannabis Act (KCanG), an association may grow cannabis collectively and pass it on only to its own adult members for personal use. The law caps membership at 500, members must be at least 18 and live in Germany, and the statutes must set a minimum membership of three months. Per member, the limits are 25 grams a day and 50 grams a month, or 30 grams a month with a maximum THC content of 10 percent for members aged 18 to 20. Consumption on club premises is not permitted.
According to the trade publication Krautinvest (March 2025), the Ganderkesee club had reached the legal ceiling of 500 members, had about 1,600 people on a waiting list and was among the first clubs in Germany to hand out harvested cannabis to members. The grow site, in a building with an agricultural past, is not disclosed for security reasons.
This is not a shop or a dispensary. Non-members, visitors from abroad and anyone under 18 cannot obtain cannabis here, and German law prohibits advertising for cultivation associations. This entry documents the club's licensed status only.
