Ten days from application to permit
That is fast: the Chamber of Agriculture, which licenses Lower Saxony's clubs, worked to a window far shorter than the three months the law allows. The club describes itself as a pure cultivation association with no social events, and says it hands cannabis out at the PLATZprojekt, a collective of cultural groups in West Hanover. Because the cap started at 80 members, joining depends on capacity rather than on the 500 limit. Check current openings and fees with the club; the club guide lists the questions to ask, and the Lower Saxony page has the state rules.
The Chamber's public list of approved associations is where to confirm any Hanover club. The club says its aim is cultivation and information on responsible use, so do not expect a lounge or a bar.
