Outside the trial, cultivation and supply to coffeeshops remain illegal; in 10 trial municipalities shops sell only regulated cannabis since 7 April 2025.

Coffeeshops may not advertise drugs.

How cannabis is sold in Rotterdam
A visitor who steps out of Rotterdam Centraal and heads for the Markthal is close to the first of the two Rotterdam coffeeshops on our register, and needs three things: the address, a document, and an eye on the clock.
- Pick a shop from the register
't Trefpunt is on Botersloot 7 near the Markthal, open 10:00 to 00:00, with a smoking area, board games, and cash or card. The Reef is on Oppert 1, with a sit-down room and the same hours. - Carry photo ID
Buyers must be 18 or over, and staff check at the door. - Watch the school clock
A coffeeshop within 200 metres in a straight line or 250 metres on foot of a school may not be open during school hours, according to the city's policy. - Buy for now, not to carry across a border
Dutch tolerance ends at the shop door.
Why the distance rule is not going away
On 23 April 2025 the Council of State ruled that Rotterdam's distance criterion is lawful, and that the opening hours of the coffeeshop Tuda Fruta may be restricted, per Cannabis Industrie. Rotterdam has also shrunk its market from 62 coffeeshops in 2007 to 36 in 2017, according to official coffeeshop counts. Rotterdam is not in the regulated-supply trial, so shops still buy through the ordinary grey supply chain.
