Key rules in the Netherlands

Plain-language summary. The regulator is Municipalities (mayors) under the national tolerance policy.

  • Possession

    Up to 5 g is not prosecuted (tolerated, not legal).

  • Home grow

    Up to 5 plants per person is not prosecuted.

  • Purchase limit

    Coffeeshops may sell at most 5 g per person per transaction.

  • Minimum age

    18; no minors on the premises.

  • Residents criterion

    National rule since 1 January 2013, enforced locally; strict in Maastricht and mandatory in experiment municipalities on the Belgian or German border.

  • Public use

    No national ban, but municipalities can prohibit it — e.g. Amsterdam's Wallen since 25 May 2023 (€100 fine after a warning).

  • Supply

    Outside the trial, cultivation and supply to coffeeshops remain illegal; in 10 trial municipalities shops sell only regulated cannabis since 7 April 2025.

  • Advertising

    Coffeeshops may not advertise drugs.

How it works

How cannabis is sold in The Hague

  1. The Hague has around 125 coffeeshops, as Dutch coverage of the city's policy records.

  2. Magic Coffeeshop starts trading on Gortstraat near the Binnenhof, according to the register.

  3. The national coffeeshop count records 36 in The Hague, one of only three cities with more than 20, alongside Amsterdam and Rotterdam.

  4. The WODC research centre reports little change in municipal coffeeshop policy across the country.

Where the five are

The Canna Club is on Nieuwstraat 4, with a candy-shop-style ground floor and an upstairs lounge. Doctor Green is on Herenstraat 7 by the Plein, with an enclosed first-floor smoking room. Greenhouse Secret Farmers is on Elandstraat 18 in the Zeeheldenkwartier, noted for hash. Dizzy Duck is on Trompstraat 210 and closes earlier, at 22:30. Magic has strict ID checks and does not allow smoking on site.
